7. Any cases of conflict regarding priorities which cannot in your judgment be resolved locally, will be referred to the Chiefs of Staff.

You will establish liataon with General MacArthur, Generalissimo Chiang Kai Shek, S.A.C.S.E.A. and Commander in Chief, British Pacific Fleet.

In the case of General MacArthur you will work through C. in C. British Pacific Fleet's liaison officer. In the case of Generalissimo Chiang Kai Shek you will work through the General Officer Commanding British Troope in China. The United States Chiefs of Staff and Gonerelisetmo Chiang Kai Shek are being informed of these arrangements.
